Wayne, If you would like to save the most money and you are willing to invest some of your time into building your website, I know of a web host that will help. I looked into having a web designer build my website and the costs were outrageous. I don't mean to say that they were over priced. I just didn't have that kind of money. I found a web host that offered a step by step program that would train me to build a top notch website at my own pace. The program helped me to build a website that is getting consistent targeted traffic. To answer your question it would be helpful to know what the intended purpose of the site is. Is it a static informational site, e-commerce, etc?
Also, to know where to refer you it is helpful to know what your intended design budget is.
