yes there is, but you need to know your target demographic.
if it is consumers for a retail operation, i suggest blanketing the area with flyers or an ad in the community paper or a sign out front for a grand opening.
For a restraunt, again the sign out front, but a news paper ad for a free entre or side dish. Contact your community cable company and have them cover your grand opening.
If it is manufacturing based, target the surrounding business parks with flyers, get a web site and open the phone book and start calling potential customers.

Search for "local advertising" or " local seo". If you're a plumber in Chicago, there is a lot of info out there that isn't really applicable. Research pay-per-call, Google Local, Yahoo Local, SuperPages, YellowPages.com, etc.
