Ebay is very safe. If you are new to the website do somehome work on how to properly use it so know one takes advantage of you.

I select ebay sellers by their feedback profiles. A very primo seller would have over 1000 feedbacks at 98% positives or better. At that level, you are dealing with someone as reliable or more than the Costco/Best Buy/Fry's down the street. Even then it pays to go through a page or two of recent feedbacks to see what buyers have said about that seller.
Sometimes negatives feedbacks are from cry babies. Like from people who didn't read the entire ad before buying the item. I've had buyers leave a negative before emailing me to request a return which I would have done rather than receive a negative.

Nothing in life is 100 percent reliable. All you can do is take steps to minimize your risk. Use eBay's established procedures, don't try to go outside them. Buy only from someone who has a good feedback record. Take advantage of any insurance offered. Go with your instincts -- if you don't feel secure about any particular seller, don't buy from them.
I'm not sure what you mean about "requires shipping worldwide". Do you mean you are in a non-US country, or do you mean the seller is? My person eBay rule is that I don't buy from any seller outside the U.S. or Canada. You may have a different opinion.
