You know, it is semi-complicated to build one yourself... but getting somebody to build one for you can be HIGHLY expensive. I would suggest getting a mac and using iweb! Buying the computer will probably be cheaper than paying for a web design job!! :)

Yahoo has a program called site builder that gives you 350% control over what your website looks like. There are templates but thats only if you want to uses them. And you don't have to be an HTML junkie to build it either. Its however simple or complex you make it.

It depends which builder you're using and how much experience you have. If it's hard, you can always default to plan B.

For beginners I think yahoo web hosting is the best and easiest to use. Yahoo has question and answer section that can solve most problems and direct phone line for additional support.

It depends on what type of business you have. If you are the type of business that requires a highly polished, professional look, you should have a professional job done, or at least, buy the kit and learn to do it that way.
If you do not have those high requirements it would be a waste of money to go for that approach.
