I believe outsourcing is here to stay for at least another 10-20 years. It's too big a business.
However in saying this, you could see some oversight implemented on how those businesses work and that possibly could include some tax law changes.
You might see more incentives for bringing overseas business to here, partnering with existing businesses and in keeping business here in the states.
It's possible you also might see changes in tariffs, the allocation of work visas and tax breaks to keep the prosperity moving along and someone buying our stuff too. |

The USA could enact Laws (eg Tax) that makes it un-competitive to 'outsource' .. needless to say, this would invite 'retaliation' from other countries (and could cause some multi-national businesses to pull out of USA all together ) |

There are ways you could try to influence it, but it would come off as a blatant attempt to interfere with globalization. |
