Some directories are worth paying for a listing.
Most of the directories online charge a one time fee to review your site and add it to their index. Here are three of my favorites:

NO -- don't do it. Avoid it like plaque -- it can get you banned by Google
Matt Cutts, a top Google software engineer, recently made a post about V7N.com http://www.mattcutts.com/blog/ . If Matt knows about the scheme of this site, suffice to say that Google is on to their linking scheme.
Matt in his Jan 24 post specifically highlighted V7N.com's claim that
"Contextual Links @ V7N are undetectable to search engines. Whether it be by human or algorithmic filtering, our links are impossible to detect. Additionally, an enforced non-disclosure agreement prevents both publishers and advertisers from revealing participating publishers and advertisers."
Matt in his post said
"Suffice it to say, if “undetectable to search engines” is listed as one of the major selling points of a particular link scheme, it probably violates our quality guidelines and the guidelines of other major search engines."
If you buy the link and Google is already on to the company, that would be the fastest way to get your site banned as well.
AVOID IT AT ALL COSTS and save your $50 for other web marketing promotion |

The reason to pay for some directories is because they provide a trusted link and that can help your web site rank better in natural search results in Google, Yahoo, MSN, etc.
As for the directory in question, I'd put it in the 2nd or maybe 3rd level of directories in terms of quality. Directories like Yahoo, DMOZ, and Business.com are in the top level (as was MSN Small Biz Directory before it shut down). |

Submit to Google & Yahoo. If you feel like doing more, then go for it.
