If you want simple start up with the same exposure try blogging. You will get more traffic from a blog than a web site. A new website no one has ever visited gets very little traffic and takes a long time before you get traffic from search engines. When you write blogs you get more traffic because you are part of an established website. You will automatically have visitors to your site because the blog sites tell search engines every time they are updated with new pages. Your site will become instantly visible and most blogs are free and offer the same features as building your own site. Here is a directory of free blog sites and other blog resources:

The previous answers have given great examples of free web hosts. I do not have any more free web hosting options to point out but want to mention a few things about free web sites. There are some free sites that have amazing templates and web designing tools. There is a big problem with free web hosting in my opinion. The problem lies in the fact that they do not receive traffic. The only way that you can build the traffic is by directing it there yourself. If you choose other web hosting options and build an effective website then you would receive natural traffic from the search engines. So, depending on how much "public" that you would like to see your site and how you would like to get them there, I would think about your options.
