Even though Google no longer uses the Metatag as mentioned above... some of the smaller search engines still do.
Most "search engines" aren't really engines at all... just resellers of information gathered by Google, etc.... but that's another subject.
Metatags do help in optimizing the site... it helps the web master to know which keywords that the site is trying to optimize.
No harm, no foul and Yes... I would say still recommended.
The biggest recommendation is to make sure that you're using those keywords in your text.

The title and description metatags are recommended, the keyword metatag not really especially with Google. Google has discounted the use of keyword metatag because of tremendous spamming. Yahoo, however, can drop your site if your site does not have all the metatags.
In the Google Webmaster guidelines, they specifically mention that http://books.google.com/webmasters/guidelines.html
"Make sure that your TITLE and ALT tags are descriptive and accurate."
If your site does not have title tags, Google will pick up the title from DMOZ. If your site does not have description tags, it will pick up the first sentence |

Metatags are useful if properly applied.
For SEO purposes, content is king...content readable by the search engine spiders, that is.
Flash intros, javascript-generated content, images...these things are not readable by the spiders.
Metatags are not required, and they won't hurt you if they aren't there...but if they ARE there, make certain they directly relate to the content on that page. It does absolutely no good to stuff your metatags with keywords if that content is not on that particular page.
If you want to optimize for specific keywords, then choose two or three at a time, and make specific pages for each set of keywords. They don't all have to be in one page (which many webmasters try to do because it's too much work the other way!)
The object is for your site to be found for ANY of your keywords...your visitor will arrive at your site just the same.
Use all available means to make your site appealing to the SE spiders, including a proper structure to the site, completing "ALT" and "TITLE" tags, and optimizing anchor text links. |

It is not necessary any more. Search engines have evolved and they don't use them any more. Meta tags don't carry any weight in rankings. It is not harmful to include relevant keyword meta tags, however, if you write the same keywords over and over again, the engines may infer that you are trying to spam them and you may get in trouble. |
