Start with Geocities... they are a great place to learn by first making sites from their templates and figuring stuff out from there. As you go, learn HTML code by searching for tutorials online.

That's how I learned almost 10 years ago, and since then I've worked as a freelance web designer... now I work in web development for a big government office.

I would propose a different solution. Take a look at WordPress.com - you can get a weblog for free and you will not have to learn design or have anything developed. Be a blogger - sounds like a perfect fit for what you want to do.

The others may well be right about using a free blog service.

If you are inexperienced at the technical side this is a really easy way to do it and it's free in many cases.

If you have a look around that site you will find other things you might prefer to try but all of them will cost you some cash.

So really, it's down to your preference. Free blog or full-scale site with a fee.

BUT if you don't know about web design I'd avoid the "go buy dreamweaver and learn HTML" approach at the moment. It will take months or years to get all this worked out and it just distracts you from what you want to do. Save that for later if you decide you want to do it.

There are better options.
