Hosting I would choose:

http://www.godaddy.com for a Linux based solution
Microsoft based sol are generally a little more expensive. Either offers the features not the building.
For a brainless solution to building a site I'd go with:

I use 1and1. Being a web designer, I make my own with Dreamweaver, but 1and1 has been getting better with their website builder. It really isn't hard to put together.
1and1 is a lot cheaper as well compared to other companies and includes free domains in the hosting package. You always get email with the package and you can forward your email to your personal account AND have an autoresponder on it.
