Television.. but the cost is prohibitive. It really depends on what your business is! The important thing is to figure out who your potential customers are and what media do they use that you can afford.
If you have a restaurant or unique business, I would call up the local TV station and ask if you can be on their morning news program or any type of local news/food program.
Call up your local newspaper and tell them something unique about your business. Maybe they'll do a story on it.
Other than that type of "freebie" advertising, use your creativity to find inexpensive ways to advertise that will reach your market.
