U.S. Pledges $2 Million for South Ossetia Economic Rehabilitation
Total of $12.5 million pledged at European donors' conference in Belgium
Washington – The United States has pledged $2 million for confidence-building measures and economic rehabilitation in Georgia’s South Ossetia region, the State Department announced June 14.
The pledge came during an Organization for Security and Cooperation in Europe (OSCE) donors’ conference in Brussels, Belgium, in which participating states pledged more than 10 million euros (approximately $12.5 million) in economic assistance. (See related article.)
South Ossetia, an autonomous political subdivision of Georgia during the Soviet era, declared independence within the Soviet Union in September 1990. Georgia strongly opposed the move. Open warfare began in January 1991 and continued until June 1992, when Georgian, South Ossetian and Russian representatives negotiated a cease-fire agreement (See State Department fact sheet on South Ossetian conflict.)
The United States seeks a political settlement that would allow South Ossetia significant autonomy within a unified Georgia.
“Today's OSCE donors' conference in Brussels for Georgia's South Ossetia region marked an important step toward a peaceful resolution of the conflict within Georgia's internationally-recognized borders,” the State Department said in a June 14 media note.
“We welcome the solidarity of the international community in reaffirming its support for Georgia's territorial integrity,” the State Department said.
The OSCE said the donors’ conference in Brussels was the first of its kind and that the donations would be used to support a package of projects agreed on by all parties.
According to the OSCE, the pledges included: the European Commission (2 million euros), the United States (2 million U.S. dollars), Sweden (1 million euros), Belgium (1 million euros), Germany (500,000 euros), the Netherlands (500,000 euros), Norway (about 250,000 euros), Spain (200,000 euros) and Finland (200,000 euros). Estonia, Turkey, France, Hungary, the United Kingdom, Lithuania, Italy, the Czech Republic, Croatia, Poland and Andorra pledged amounts up to 150,000 euros.

'More Money Withdrawn than in 2001 but Economy Still Firm'

The US dollar at the level of 1.3 new Turkish liras (YTL) at the beginning of May rose over YTL 1.6 and the bond interest rose from 13.5 percent to 20 percent. The stock market index fell by nearly 26 percent.
The extreme fluctuation in foreign markets caused by the continuing increase of US interests has led to questions like, “Is there a crisis on the way?” Turkish State Minister responsible for Treasury and Chief Negotiator for EU Membership Ali Babacan commented about the concerns of a financial crisis similar to those in 1994 and 2001.
Answering journalist-writer Nazli Ilicak’s questions on Channel 7, Babacan stated the amount of hot money withdrawn from Turkey is more than the amount drawn in the February 2001 crisis, but the markets have been less affected by this thanks to the atmosphere of confidence.
Babacan noted the banks are securer than before and the atmosphere of confidence still continues.
“We fear no development unless we make concessions in the fundamentals of the macro-economic program,” Babacan said and added, “The Turkish economy will continue progressing on its way towards its goals safe and sound.”
Babacan expressed no clear withdrawal of capital took place in the stock market and informed that 65 percent of the shares are owned by foreigners.
The reason for the intensive purchases and sales in the last one month is the buying and selling among the foreigners themselves. The withdrawal of capital comes from the bills and bonds market.
The State Minister emphasized the opportunists wishing to stay for a week and gain something during this short period of time have lost, while long-term investors with a confidence in the future of Turkey will gain.
Babacan noted that the banks are now securer than February 2001 and informed that, “The Turkish banks are number one among OECD countries in terms of capital sufficiency ratio.”
Babacan said the reason for this is the fact that the banks protect themselves more against open positions and other risks, adding the continuity is essential in the money policies and there is full confidence in the Central Bank.
“The practices will also show that the new administration for the CB will do the best for Turkey. The whole world is going through turbulence at the moment,” Babacan expressed.
Indicating there will be no intervention in the dollar and it will be shaped totally in the markets, Babacan said that an intervention may take place in case of an extreme fluctuation.
He also asserted that there is no intervention to make the currency remain at a specific amount.
The government allowed an interval of +2/-2 points in the inflation rates over five percent in 2006, and over four percent in 2007 and 2008, said Babacan, adding that the government is determined not to revise its targets for fear that the end-of-year interest rates will turn out to be higher than expected.
“It is silly to expect the weather to be 25 degrees centigrade and sunny all the time,” said Babacan:
“Sometimes it rains, sometimes it snows. Whatever happens, it is the strength of your resolution that enables you to reach your targets.
Inflation rates might come out higher than expected in the coming months; however, the decrease in exchange rates will automatically lead to a fall in the interest rates as well. There is no need for a revision of medium-term targets.”
There has been an increase of 17 to 18 percent over the last two months in prices of clothing, said Babacan, and added that end-of-season sales and energy prices will have an impact on the inflation.
Babacan also spoke of the inappropriateness of debates about the presidential as well as early elections:
“It is common knowledge that it is not the government that brought up the presidential elections for discussion at this point.
It was brought up by people who should not be associated with the government.
Time and time again government officials have said that this is not the moment for discussions over the presidential elections.
The government is not looking to open discussions of any kind over the issue. An early start to discussions over issues such as this will only gain Turkey a waste of time.”
