The H R manager is in charge of the Staff Office where salaries are made up, and all staff related admin is done.
Things like clock card record keeping, staff leave applications and also all staff record files are kept.
As a manager, he is the one who will act as Chair person on disciplinary hearings and he will have to do the hiring and firing.
Usually he also is in charge of the Company Safety Controls although nowadays they have a "safety officer" to do that job.
At some firms he is also relied on to organise staff training sessions.
He sits on the board of Company Managers or would be asked to join the Board meetings where staff related matters are discussed. |

Human Resources departments deal with all staffing issues in their company, and keep the staff records. This includes policies and procedures relating to things like annual leave, sick leave, disputes, disciplinary procedures, work-life balance. The department will do the paperwork for new starters, leavers etc, and recruitment may be included in HR. More senior staff will be involved in giving advice over workplace disagreements and so on.
The HR Manager will manage the department and will probably have a hand in determining the organisation's HR policy. To be much more specific depends on size of the organisation and which it is. |

mmm sounds like a college or course assignment to me...
there is no single role for an HR manager - each company has different requirements.
They are ususlly centrally or HQ based and help to develop policies to ensure compliance with employment law.
They also have training and recruitment expertise which is used to advise and guide managers decisions.
