It means you paid 10 cents for it.. not the $1.00 it is worth. Usually to get this kind of bargain would mean you are buying a lot of whatever you are buying.

It means you are getting 10 out of 100 or 10% . Such as 10 cents out of 100 cents. 10 cents on the dollar! =D

it means , for instance... if it originally costs 5.00 then you only pay .50. You pay .10 for each dollar of cost. if its ten bucks, then you pay one dollar.You are only paying 10%of the original cost. Hope I didn't confuse ya, lol.
