Yes it is pounds, as in England, Great Britain--
you can go to any currency exchange rates website, just type in those words on the search bar and you can find out what an American dollar is in comparison to a pound.
You use USD (U.S. Dollar) to GBP (Great Britain Pound) and you find out that one US Dollar is worth fifty three cents in pounds today. It's really quite sad, don't expect it to go up much any time soon.

As everyone else has already said, that symbol represents the British currency, the British Pound (GPB).

More importantly for you, however, is that you be able to convert it into American dollars. The most reliable currency exchange calculator I have found on the web is www.xe.com, which indicates that 3.99GPB is the equivalent of 7.44589 USD.
