Depends on the website and what you offer.
You need to sit down and decide what your target demographic is and then decide the best way to entice them to come to your site.
Whatever you sell, there is a Target Demogrphic you need to focus on.
It doesn't matter if your selling stick-it pads or herpes cream.
If you have an easy to identify target group, say college students, then you can design a flyer and go around to the college and hand them out or put them under windshild wipers.
Offer a coupon or discount on the flyer to make them WANT to come to your site.
NOTHING get people to your site better then the idea of a Sale or "First Time Buyer Promotion".
Have "Word of Mouth" impact by offering a "First Time Buyer Promotion" and offer something at cost + S/H.
That is what has convinced me to buy from new sites in the past and I have told others about the promotion and gotten them to buy too...
Just focus and don't cast a net too wide and you should figure this all out.

i used Google Adwords and it got me several hundred clicks (but cost quite a bit of $) - it was about $0.25 per click
i paused the campaign to stop spending $ and now I have almost no clicks :(
