What is the best way to advertise a small photography business?
Now, I can't explain the "best" way, but I can explain a way that will return results. You should consider doing PPC (Pay Per Click) advertising with Google Adwords. Since this is a small business I assume you have a limited geographical range for service. You can geo-target your ads to people only in your area.
Whats good about this is Adwords only injects your ads into search results relevant to your buisness and only to people located in your geographical set area. You also only pay when someone clicks and ad and visits your site.
I feel this method could bring you some customers, lets assume your average earning per "session" is $200.00, and it costs you $0.25 per visitor sent to your site. This means as long as 1 out of 800 sent visitors buys your service you broke even on your investment. If you have a proper website and are generally good you could get easily 20 to 25 new customers from $200.00 investment at the $0.25 sent rate PPC.

Looks like you got some good advise here.
For article writing and advertising tips I recommend Travis of master of the "Bum Marketing Method". All his info is free and it works!
As he says...put your wallet away!
For quicker results you need the PPC method But don't ignore the other PPC (pay per click) opportunities they are cheaper so your risk is less at least till you know the ropes.
Yahoo's Search Marketing is one of these.
Try following the link below and look for a free ebook called

Write a blog with links to your site.
Submit free articles with links to your blog.
Make regular posts to your blog.
Write posts that answer customers questions and about the photography processes.
You could try affiliate marketing like adsense but the best way of all is a good search engine results page rank would be far better than any advertising.

You could try selling your images as stock photos: http://istophoto.googlepages.com/
