SEO is more cost effective than PPC
You pay for each phrase..

PPC is usually the second most cost-effective form of web marketing, after SEO,
SEO over PPC is stability

You probably already know that it depends on what you want to advertise.
Pay Per Click is cost effective for some, not for others like mortgage companies (cost is often $15 to $25 per click!)
SEO may be more cost effective, again it may not be for others like those targeting popular electronics (SEO cost easily reaches six figures+ for highly competitive fields like electronics and mortgages)
Social Media - Facebook (http://www.facebook.com) is great if you're targeting college students. If you are alumni you can get an account for free, then it is only $5 or so per 10,000 ad impressions and you get to choose which college you want to target - MySpace (http://www.myspace.com) is another obvious one, profiles are always free and finding the right group to display your niche knowledge could help increase traffic -
There are other niche social sites and forums that you would be able to find and participate in by simply searching on Yahoo! for your product and add the word "forum".
There is a secondary search engine market too...places like www.enhance.com or www.business.com etc.
Blogging can help, especially if you have a niche product or service and you can write well.

I've been a work at home mom for a little over a year now and found that there are many types of ways that you can advertise online.
The biggest thing you want to do is meet people. You can do so by joining Online Networking Groups. You may want to try setting up a MySpace page and make friends. Ask them as you meet them if they know anyone that may want to take advantage of your services or if they know someone who uses your products. You never know until you ask. As you meet people, you will never put pressure on them by asking them "Do you know someone who..." because you may just run into someone who might. Other sites you could use is Facebook.com, Squidoo.com or Digg.com. You can find groups that may meet online. Some groups post meeting schedules in the Business Journal or in your local newspaper. Once you join, you can ask questions and network.
You can also advertise with sites online. Maybe negotiate a link exchange with a site by contacting them with your offer.
Other methods are using Safelists and Traffic Exchanges which can be found by googling the words "Safelists" and "Manual Traffic Exchange"... these are usually free services... You have free banner exchange groups available as well. This is great if you have a site.

It depends on what you are advertising. I have a travel business, and I use several methods of advertising. I don't think any one way is the "best". I use a combination of blogs, traffic exchanges, forums, networking communities, Pay-Per-Clicks, Classifieds, just to name a few.

There are tons of ways to advertise online. In my opinion pay-per-click is the best, the fastest way to be seen by your customers and you pay only for results.
However if you're not careful, your advertising budget in pay-per-click may sky-rockets through the roof.
