Promoting and marketing are different concepts. promoting is a part of marketing and marketing is a part of the whol marketing plan of the company. marketing plan is a thorough plan prepared from the top managament of the companies which identifies the marketing strategies communication plans, implementation etc.
if these sounds greek to you i have a better explantion.
Marketing is identifying, anticipating and satisfying customer needs at a profit. this is a long term plan.
But promotion is a Short or medium term concept to communicate you products/service or ideas to your target consumers. just by promoting an advertisement campaign by Coke doesn't make them marketers. there are more areas need to be covered if you are really marketing your prduct or service. such as correct pricing, segmenting products to your target market, distribution, processes, etc |

Promotion is a sub-set of the marketing process. Whereas promotion is only concerned with creating awareness of your product / organisation / service / special offer / message, Marketing includes all these considerations plus many more.
For example, consider the marketing mix. The Marketing Mix refers to certain key variables you need to consider in order to bring your product to market. There are many variations on what constitutes a marketing mix. The one I use for my business consists of 5 'P's : Promotion, Packaging, Pricing, Product features/characteristics; and finally Placement (IE: where abouts do people buy the service).
If you were marketing a battery, you would have to decide the Price (how much it costs), the Packaging (what colours, & design for the package is most attractive) the Placement (where will you sell the most batteries: at a service station, or a supermarket, a campaing store, an electronics store etc..), Product features (what shape, what size, what voltage) and finally after all that, how do you Promote them (sales promotion? Advertising? Direct Mail? PR? All of them? None of them?)
Promotion is an important part of any marketing mix, but Marketing itself consists of so much more than just answering the question "how do I sell my product?"
