I personally use 1&1 Internet for a couple of my sites. I'm not sure if they're the least expensive, but they are very cheap - I get very good hosting with lots of features for around $5.00 per month.
Their website and administrative features are very user-friendly and it's very easy to access your account for stats, email and other features. It's also easy to set up FTP: I use MS FrontPage which allows me to upload and update my web pages directly from FrontPage to 1&1.
And 1&1 has other features too, like an affiliate program. If people purchase their services using your link, you make a commission!
