Commercials are "concepted" by a copywriter and art director working together as a team to generate ideas. Once the idea is approved by the client (and a gazillion other people), the creative team begins working with the agency producer to start the production process.
Now, as far as actually producing the commercial goes:
You have a production house that works with the creative team and agency producer to create the ad as they intended it. (Lots of people get involved here.)
I'm thinking, though, that you're talking about the people–copywriter and art director–who actually come up with the ideas.

There are several people involved with television advertisements. People in marketing typically come up with the ideas and people in film typically execute those ideas.

It could have many names, depends on the company.
Most companies probably just have an Advertising Department, that creates ads. You may just be called an Agent there.
A good bet: If you want to work making television ads, then you probably need to go to college and study advertising or marketing.
