The best way is to create an xml sitemap. You can generate one online by going to http://www.xml-sitemaps.com/
Save the file into the top level directory of your website and then submit it to Google and Yahoo via their special control panels.

Microsoft is a bit behind in this field but you can always do it the old fashioned way of submitting your site at http://search.msn.com/docs/submit.aspx
Some SEO's argue that submitting your site may be harmful although I don't see any harm as long its not done repeatedly. The way they suggest to get your site indexed is to get somebody with a decent site to link to your site. Then the pages will be indexed by the spider when the already-popular site is next indexed.

First of all google do not own dmoz - they are separate sites.
Most major search engines have an "add url" link on them. However most of them also charge or take an incredibly long time. Dmoz seems to be very difficult to get a new site into.
Cheapest way is to let them find you.
1)Set up a google map and a site map on your server.
2)Get some links to good quality links to sites that are in the major search engines. Their spiders will follow the links.
3)Make sure that you have a good quality site with good information.
4)SEO the site.
Now wait a few months. Check your web stats - they will come.

I think google is a good place to start they had a site called www.dmoz. go to google & click on 'submit a site'
