Typically any phrase or sequence of words with a circled R" attached is proof of registered trademanrk. However the phrase top 20 is very generic and in common use and so I do not see how they can prevent anyone from using it for non-commercial/ reasonable use.
With reference to Travel Zoo's line of business they might have secured the rights to use that phrase, but for all other everyday use as it is an old and oft-used phrase and they cannot prevent you and me from using it. Else we would have to take permission to even speak/ write. ;-)
