I'd suggest you contact your local Chamber of Commerce - they offer loads of advice for small businesses (as well as large ones) and should be able to put you in touch with someone who can help you.

There's sites like marketing sherpa that have good marketing insights, as well as the CIM, for advice try your local enterprise agency.
Billboards - use an agency they get better rates that you will.

Unless you are an established company trying to keep your name on the tongues of people - avoid billboards. Worst marketing investment ever.
Only good for branding.
Contact the small business administration, and read about website bots. If you can program your site yourself, understanding how bots work can save you a lot of consultation fees.
