First off, most of the companies you just listed have many different buying $$$$. And many different franchisees.
Papa John's for example. Corp is located in Louisville, KY and the PRINT buyer is named Bob Tichy. However, there are many franchisees, that operate and have their own local budgets. Is this couponing, or broadcast,etc?
Many of the large companies have agencies any correspondance first goes through. But not the ones you listed.
Coke USA...dba as Coke is based in Atlanta, GA. However, if you wanted $$$ for say the Indiana market, you would need to go through their IndY ad agency, which is MZD.
Time warner is a very semented buy. Their major competition Comcast I am most familiar with, and even they have Local market $$$ as well as corp $$$.
Companies like Coke will have different ad budgets for the way they classify their advertising. Branding is a big one that you might be able to tap into....it is image marketing.
Best thing to do is get on the phone or use websites like Hoovers.com You can list any company name and the state and it will provide you a detailed report of corp office, satellite offices, CEO, etc. redbook.com is another one. Both have free trials. My company pays for my memebership on Hoovers.
But before that depending on what you are wanting them to buy I just had to make lots of calls and ask for the advertising depts and whom I would send a media kit too and their email. I start off with into email.

the marketing director - but generally speaking people plan thier advertising requirements like a year in advance. For bigger companies like coke etc they have thier own marketing/advertising/PR/promotions etc and do not accept suggestions from members of the public (well they might send you a thank you letter but have no chance of using the suggestion). |

The VP of marketing would generally handle several sub departments such as advertising, pr, communications, media buyer etc. Most large companies outsource their ad buying to independent agencies. |
