Reciprocal links are dead, unless the site that is linking to you has a high Google PageRank (PR).. one-way links are the way forward however it's easier said than done to secure one-ways!
Mike M is right, the site that is linking top you must be relevant and be limited to 75 outbound links, otherwise it could hurt! |

linking from the wrong site can do more damage than not linking at all.
The site linking to you needs to have relevant content to give the best 'value' also some believe than link exchanges are to some extent frowned upon - one way links are much mre powerful than 2 way.
I have put some links on my site that are business related, I have several sites so set up A-B B-C C-A this way the robots think they are one way links. but before I agree to do this I need to knoethe content and target audience of your site.

Google doesn't care a fig about meta tags as one answerer thought they do. No one will link back with you without more information about the content of your site. Mine is kid safe and has the code tags to prove it. pages are checked periodically for content. Plus, if you have a low ranking and don't seem to be moving up very fast, then you could drag the other site down.
I would suggest you properly and semantically code your pages as this is one thing SEs like. I would also validate the HTML code on the pages along with the CSS stylesheet used. Content is basically king, so if you don't have your content properly written, 'Bots crawling your site will not be too happy.
Look into using Google's Web Tools to get you in shape.
