i think cold calling for offers is highly impersonal. I don't have the exact data but phone campaigns are usually pretty inaffective when is comes to sales (free or not). I think it's largely due to the bad conotations associated with solicitors.
An avenue you might want to try, assuming your asking this for business reasons might be an email campaign. It's a little less intrusive and if done right usually can spark a good ammount of interest.

A phone call is the worst way for a human to treat another human. You might as well spit on my windows to provide the same offensive gesture. A company which uses the telephone to sell is a loser from the start. A company who hires people to sell over the phone is cruel and inhumane. And the idea of using the word FREE to capture the attention of the public is an insult to the very core of human dignity. Web sites that offer FREE and sales that offer FREE are just dirty rotten liars and cheats. Make an honest product and/or service, present it in an honest method and if someone needs or wants the product they will buy it. Leave the trickery and deception to the racquetball game and the lawyers.

no i wouldnt. All that does is add you to a calling list -- if you do any business at all with a company then they are allowed to call you.

Not unless it's absoletly free with no hidden surprises or charges. Free interest for one year usually means the second year the interest is double what a person would normally pay. You have to listen very carefully and ask for a reference when doing something over the phone.
