I understand your situation (I used to be in it to), so here's a few tips I found worked:
*Make sure you do jobs for your parents often, this way you can convince them you need money, and will do things for it. Pocket money is always good!
*Because you love animals, try getting a job looking after people's pets in the holidays. Alot of people don't like sending their cats to a cattery, so start hinting to neighbors that you will be happy to help for a small fee. Even try sending out flyers!
*KEEP TRYING FOR THAT PAPER RUN. There will be someone hiring. Ring up all your local newspapers. You will find one eventually.
*Mowing lawns for people can also get you some extra cash.

well i have two ideas you can start babysitting. or you can start dog watching or taking elderly peoples animals out for walks or take them a bath or if they can't to just play with them. i hope this is help |

Its difficult because so many companies are unwilling to hire 13-16 year olds because there are so many restrictions involved with the hours they can work etc. I would say your best option is to keep at what your are doing, maybe ask in a local cafe or shop, otherwise why not ask your parents to ask their friends if they need any babysitting or chores done? good luck! =] |

why don't you try to crochet pouches or make handicrafts if you are interested in doing those, if not try to babysit. |

as a 13 year old, theres very few jobs you can have
keep tryin for a paperround, its about the best job you can get at the minute
try pet sitting, or baby sitting, these both pay well |

I did yard work for people at that age but I'm a male and these days it might not be safe for a girl to go to strangers house & ask for work.
Maybe you could do it for peeps you already know or some or your parents freinds.
