If you are in the UK or EU Harassment is illegal, you would be within your rights to report him.
Alternatively, yes you could wear sandals, but why should you, it has nothing to with him anyway.
Confront him, with a colleague who will supprt you, tell him, that if he thinks it is a joke it has gone too far and that he should stop immediately, if not as I said at the beginning report him.
