I suppose they could to do anything they want. But, their self-indulgent behaviors will carry consequences.
For example, at 18 or any age, if you break the law you risk suffering the consequences of the judicial system.
If you are flagrantly abusive to other people, you risk being shunned by them.
If you mis-use your power at your job, you risk termination and being held liable for the damage that your actions cause.
The answer to your question is: Just because you can do something doesn't mean that you should.
The time between your birth and you reaching the age of majority (turning 18) is all about your family and community teaching you what is acceptable behavior and what is not. Once you reach the age of 18 you, and you alone, face the penalties of innapropriate behavior. |
