Yes the risk is pretty small.
One thing that could happen is that the guy gets an infection.Its kind of disgusting to stick ones wang in side of a bloddy vagina according to me but it could be that im weird. |

It's not likely, but is possible. Most women get pregnant in a 48 hour span around ovulation, which is typicaly 2 weeks before the start of their period.
The only way that you can get pregnant during your period is to ovluate within 48 hours of having sex, which is possible, but very unlikely.
How about relying on contraception instead of timing - condoms, birth control, etc... |

Yes. Last time I checked, the percentage was slightly less than when not, but that's arguable. Highest fertility is 13 to 14 days since the beginning of the period. If you're considering rhythm method of birth control and/or trying to conceive, do some research on mucous consistency, which seems by far to be the best indicator. Even that, when followed WITHOUT ERROR is only about 80% effective for avoiding conception. |
