As others have said before me, taking something that is in percent form, to change it to "decimal" form, simply remove the percent sign and divide by 100.

I believe you may have intended your question to be: "How do you change 4.125% into a decimal?" The word 'can' means has the ability. So in essence your question would be, "Do you have the ability to turn 4.125% into a decimal?" If the person could, then the answer would be yes, or if they could not, the answer would no.

The way to get percentage of a number is by multiplied by 100%; inversely, you can get the number by divided by 100.
