Yes. If it's completely torn and you have more than 50% of it left, it's still legal tender. If it's in really bad shape, you might have to send it to the Bureau of Engraving and Printing to get it replaced.

Even with a part missing it is still good as long as you have more than 50% of the bill. Not just 50% - more.

If it is complete, just tape it back together and you can use it. If you are missing part of the serial number then I think you are out of luck.

You can legally use the bill if you have one serial number and over 1/2 of the bill. The US Treasury will replace the note with a good note. Most banks will accept the bill for a good bill and submit the bill for replacement.

If it's just a little bit torn, then yes. If it's actually ripped into two pieces, then you need to exchange it. As long as you have 51% of the bill, then you can exchange it for a new one. Your bank will probably do this, or you can check the national Treasury website.
