It is basically another way of saying, “so” or “who cares,” when a person is using it in a mean way. But if they are having a general conversation with a friend and they use it, it is usually because they cannot recall a particular thing at that point, so they say whatever instead which then means like, “nevertheless” or “anyways”. |

I can't say I know for certain, but my theory is that it is a shortened version of the phrase, "Whatever you say," which, when said politely is just a way of agreeing - like saying, "OK, sounds good to me." However, when used in a slang context like you are talking about, the user twists the meaning by being sarcastic. |
