Do you have to pay for putting an offer on ebay or only when you sell an item?

If you are selling an item, you have to pay a listing fee even if the item doesn't sell. If the item does sell, you will have to pay more in commissions. eBay's full list of fees is here:

if you put in an offer for an item you don't get charged for the privilege, if the seller agrees to sell it to you at that price you then pay up, a seller of course has to pay to list the item and then pay a small cut to Ebay if it sells and a small cut to Pay-pal if the buyer decides to choose this paying option.

only when you set up a seller account do you have to pay anything to ebay. When you set up a buyer account you will need to add credit card info and/or checking account info in order to be a buyer on ebay.
