You will have to find the manager or owner of the carwash to get your money back.
There should be a phone number somewhere. Also, if they refuse, thre is a number on the machine, call it.
Someone who empties the money from the machine will be able to tell if there was a $20 overage. Sometimes putting a quarter in for change (if it is set up that way) will drop your money. |

If you are in the US, go to the county court house. In the recorder of deeds office, you can find out who owns the property.
If it were me, I would park at the entrance, block anyone from going into the car was and see how fast the owner shows up. |

Go buy a huge sledgehammer from the nearest HomeDepot, Lowe's, or Ace and see if you can come back and knock the thing off the wall. Then take it home and work on busting into it for the rest of the weekend. If you succeed you'll get your $20 back, plus some.
Stupid answer, I know.
You can follow the cops' advice and leave a note, or start driving by there every chance you get to see if you can catch the owner changing out the machine.
Third option: The owner of this business should be a matter of public record. Go to the courthouse or Better Business Bureau or SOMEWHERE to get help on finding out information of the owner. If you can get an address, mail the owner a CERTIFIED LETTER explaining what happened. If he/she has any "good" in them, they will promptly refund your money. It should be easy to prove if they open the machine, see the 20, but the there aren't $20 worth of quarters missing compared to what should be in there.

Call the city office where the car wash is located. They should be able to give you the owner's name, address, etc. Or call the chamber of commerce in that town. |

Call the Better Business Bureau to see if they have had other
complaints and maybe the name and address of company. This
happened to me several times and I went into the convenient
store on the property of the car wash and they refunded my money. I have heard there is someone on t.v. who you can
call and issue compaints about refunds. |
