That is not going to happen. She has her own private royal security around her at all times. Plus, I am sure she has a busy schedule and does not meet with people on the whim.

There are events that she has, where you can pay to meet the Queen. It costs a few thousand dollars, but could be worth it - if you really need to see her.
Call Buckingham Palace, and explain the situation - I am sure that they will be extremely helpful.
