Why not try asking them something, then when they answer really listen. This is usually a good way to start up a conversation.

Do you speak to them first? Have you tried "icebreaker" phrases like- "did you see the opening ceremonies of the Olympics?" Give that a try and see if it helps.

Maybe you shouldn't wait for people to talk to you, maybe you should make the first move. Be confident, that is such an amazing quality to have. Talk about something you are interested in, find common ground. I'm sure you are a wonderful person with a lot of personality and if all fails you can always talk to me.
