Easily.
As mentioned there is a device that attaches to the phone called a TTY (or TTD) with a keyboard; they call a TRS (Telephone Relay Service) where a translator reads the TTY, dials up the person being called and then voices the conversation. The operator then listens to the hearing person and translates the call back to the keyboard to the deaf person.
I have several deaf friends and get these calls all the time.
The newset twist though is VRS or Video Relay Service, this is for deaf people with a broadband connection and a web cam, they just have to sign (ASL) to the operator and the operator will translate to the hearing person.
Of course for a deaf person to talk to another deaf person would use the same devices but not need the operator.
But every deaf person i know uses a text mesage service like a Blackberry or other SMS device.
And the telephone has a strobe light that blinks when the phone rings. |

There is a device that hooks to the phone (can't remember what it is called) that lets them type to you and it translates it into voice for you to hear. It also translates your voice into words on a screen that they can see so they can read what you are saying. |

They have a TDD machine which is a phone but they put it on a reciever type machine and there is an interputer on the other end and it scrolls the message across the screen and they can type back. Its very neat to watch!! |

Most have aread out of what's being said, attached to the telephone. I've known some that can place their hand on a speaker and tell what's being said, they also done this before television had captioning.*** |

I honestly don't think that they do. I think the only way to contact them is to write or e-mail or something. Although I am not deaf so I don't know. |

there are various options available for deaf people. if only partially deaf there are volume controls on the phone. Fully deaf people have phones that turn human voice into text or using video screens then they are able to lip read |

Actually, I forget what it`s called, but there`s a phone/keyboard typewriter thing that works like a regular phone. You can either use the phone part to talk to a normal person, or you can call and then type to a deaf person. The keyboard is located right on the phone cradle. My friend has one that she uses to communicate with her deaf friend, and it`s pretty cool. |
