Depends on what it's made out of. If there no sinew in it, just leather, artificial threads, and maybe some feathers and beads you can use any sort of Leather Cleaner on it. Murphy's Saddle soap or even Linseed Oil. Just don't get the feathers coated! If there is waxy sinew thread in the dream catcher it will get eaten aweay by most everything but warm water. If you use water, though, make sure you lay the hoop out in the sun for a while, hung up some where. Letting it air dry out side on a sunny day is best.

take a soft bristle tootbrush and some gentle soap and gently clean the dream catcher. Rinse under slow running water and hang to dry. My son has one and that is how I have cleaned it in the past. Hope this helps
