Not possible. Getting welfare and staying on it is not easy. Trust me. It's easier to just go and get a job. Less paperwork, less standing in line, going to agencies, etc.
Being an effective con artist is not easy, much less evading the authorities once they get wind you're operating. And then there are competing con artists and other criminals. Not to mention angry clients you've ripped off.
Selling drugs may seem easy, but to do it well it's hard work. There's mostly the security aspect. How not to be ripped off, how to get new customers, how to collect your monies.
There's just no easy way to earn a living.
