Fat Chance is sarcastic - "Ya, You have a GREAT chance and winning the lottery."
Slim Chance is literal. "You don't have a chance in hell of winning the lottery."

When someone tells you that there is a slim chance of something happening, that means that probably will not happen. The phase "fat chance" means the same thing, but it is said in a sarcastic manner, thus negating any positive aspect that the phrase implies.
