No. If a 2 inch piece was torn off the bill, you might get the 20 but you not for the 2 inch piece. I don't think you can get a percentage of the 20.

Banks may require 2/3 of the bill to exchange it but the US government will exchange it for you if you have 51% of the bill. Sometimes less in extreme circumstances. |
