Definitely after your personal interview. It will seem like you kissing up if you do it now. You want to appear confident not desperate. (even if you feel a bit desperate) |

I say wait till your next interview. They're really going by the 1st interview. So if you didn't impressed them then. They won't remember you and a thank you email won't refresh their memory. |

I had telephone interview once, and towards the end the gentleman asked me if I would like to interview in person. Don't send any "thank you" cards yet wait |

It never hurts to kiss up if you are really interested in the job. It looks like you are interested and in today's market, the more interested the better. (Use your spell check!) |

It's typical to send a thank you letter after the personal interview. If you haven't heard back in a while it is most likely that you were screened out in the phone interview. I would recommend a follow up call after a week, since there is a chance that the hiring manager got busy. |

I help manage my family business and we have two phone interviews the applicant must go through before the personal interview. The first one we give is when the applicant makes initial contact, we ask a series of questions and the applicant answers them in a voice mail system. if we like the sound of their voice we do the follow up interview and ask more in depth questions.
I would like to receive a thank you email after the phone interview, because we do so many sometimes we forget. I think it would be a great step for you to stand out against other applicants, and show the employer you are serious and dedicated to the position you are seeking.
Maybe that is just me. |

You should just wait. There would be many applicants and they just need to sort through them. |

Send it now and use it as an opportunity to say you would appreciate the opportunity for a personal interview. |
