If it does were can i change it? its almost half and inch that is missing..
If you have over half of the bill, you can present it at a bank and they will exchange it for a new one. But the kind of bill you seem to be talking about can just be passed off at a store.

By law a bank has to accept it is 51% of the bill.

Most stores will take it (although they do not have to accept it), if a store will not take it any bank will exchange it for you as long as you have at least 60% of the bill intacted.

Yes. Any United States Currency is valid as long as you can provide 51% of the entire bill. They should replace it for you at any bank, especially since there is still so much of the bill, easily distinguishable as over 50%
