If I had 1 million dollars and I took 1 penny away, would I still be a Millionaire. (100-1=99 cents)?
If I had 1 dollar and I took away 1 cent, I will only have 99 cents and I won't have a complete dollar, therefore I am asking the same if I had 1 million dollars and I took away 1 cent, am I still a millionaire?

Your playing with semantics. Technically and by the definition you would not be a millionaire anymore. However, the penny is insignificant and for all intensive purposes you would still be considered a millionaire.

Think of it as the same reason stores sell something for $29.99. By the true definition it is not $30, but people will treat it as being $30.

If you are talking cash then no. If you are talking about a checking account, savings account, money market fund then probably. Remember, you are making interest on your money. So, a penny wouldn't offset that.
