In the UK it is the person who wrote the cheque who gets charged.

That all depends: if you write cheques against the amount deposited and don't have enough funds to cover the cheques you've written, you both can be charged for insufficient funds. You for writing cheques that have bounced, and them for writing a cheque that has bounced.
