no if you put to many stamps on there it is not sent back to you but if you do not put enough stamps on it , then they will send it back to you...........the other day i bought a stamp from a girl for 50 cents then mailed the bill and found out later that the check was on the desk.......that bill is really not paid for sure..................

No, only if there's not enough. You can put more postage on than needed and it will be delivered.

No but if you sent the less amount of stamp needed your letter will be sent back to you. It is something like it is good to receive than to give.
