Listen, I'm not going to start with that hippie-like stuff everybody else says, that it's never too late, we all live in a pink world, etc.
The truth is - it only depends on you if it's too late. It certainly is a lot harder to learn a language at 22 that it is when you are a kid, just like everything else. But it's all in your motivation. Do you really want to learn it - then I assure you you will learn it, even if it's hard for you.
Is the language hard to learn? Is it similar to a language you speak? How many languages do you speak? Are YOU good at learning languages? These are the questions you should ask yourself, but none of them is important if you're motivated enough.
