Hotmail has a free version and a paid version. The free version has almost no features. It stores a fair amount of e-mails, but you have a very limited safe-list and blocked-list.

For about $20 a year you can buy a much better version of Hotmail that allows you to store a lot more data, send and receive much larger attachments and pretty much an unlimited safe- or blocked-list.

Hotmail is 100% free, no charge. Its basically like a Yahoo account, except they have more options

yes, hotmail is free.
i have one myself and have not had to pay one penny ever since i signed up.
and i have had a hotmail account for about 3 or 4 years now.
i highly recommend you get a hotmail account.
they are easy to set up, easy to use, and very fun!
